Sacramento City Middle School Soccer League Rules & Guidelines
Administration
- Home team must have an admin present during games
- Introduce self to referees and opposing coach before 1st game
- Deal with inappropriate fan behavior
Eligibility
- All players must be a registered student of the school he or she is playing for. No guest players or students from another school or non-affiliated schools will be allowed to participate unless that players’ school does not have a soccer team - players’ residence must reside within the school’s enrollment boundary and must be cleared by league director
- Schools with multiple teams - players are not allowed to move/play from one team to another; once the season starts, the player must remain on the team that it started with
- Girls playing on boys team is allowed but will not be allowed to move back to girls team; cannot play both
Timing Regulations
- Two 30 minute halves
- 5 minute halftime
Minimum Players
- 7 players minimum
- 11 players maximum on the field
- 18 Players maximum on the roster
Substitutions - Each team shall have their players waiting at midfield touch line prior to stoppage of play
- Substitutions may only occur:
- Prior to a throw in for one’s own team
- Prior to a goal kick by either team
- Prior to the restart of the game following a goal scored by either team
- Prior to the restart of the game for the second half
- Prior to the beginning of an overtime period
- Prior to the restart of the game following an injured player removed from the field(both teams may sub)
- Prior to the restart of the game following a player being cautioned, the referee will give the coach the choice of substituting the cautioned player.(The player can re-enter at next substitution opportunity)
- Uniforms must meet FIFA guidelines
- All players required to wear shin guards
- No jewelry, watches, hair pins or cast may be worn
- Soccer style shoe are acceptable as long as the Referee deems safe
- Sneakers, tennis shoes are permitted
- Referees and coaches must be notified of any exceptions
- Size 5 soccer balls to be used
Home Teams – Listed first on the schedule and are responsible for the following
- Condition of the field
- Proper field markings (Ed Vandermark 761-9740)
- Nets
- Corner Flags
- 3 properly inflated size 5 balls
- Changing to alternate colored jerseys when uniforms colors are similar; goalie uniform shall be distinct from either team
- Notifying the opposing team when a game has to be rescheduled 72 hours in advanced
- Home team will have preference as to which side of the field will be used by their team and spectators. Some fields require all to be on same side
Both Teams
- Providing the Roster Lineup Card (name and jersey #) to the referee prior to the game starting
- Both teams are required to report the score of their game within 24 hours via the SCMSSL website
- Both coaches are responsible for the behavior of their players and spectators
- Double digit scores are frowned upon; Coaches, please make adjustments on the field that will provide a positive experience for your team and the opposing team
- Coaching is only allowed within the 10 yards of the half-way line
- No artificial devices for purposes of noisemaking are allowed
Referees
- Provided by SCMSSL
- If no referees are present prior to game time, both coaches must agree to start the game with coaches as referees or reschedule the game. Once accepted, the replacement referees’ authority may not be challenged
- The referee is the sole authority on the field
- Referees may stop play to warn coaches of either their behavior or their fans and may terminate a game if the problem is not corrected. A RED CARD to the Head Coach automatically ends the game unless they have an assistant coach.
- The referee’s judgment as to acceptable field conditions, the conduct of the game shall not be challenged.
- Any team delaying the start of scheduled game by more than 15 minutes without the sanction of proper authority shall forfeit the game to the opponent by a score 1-0
Scoring and Standings
- Regular Season Scoring for games and standings
- Wins – 3 points
- Ties – 1 point
- Loss – 0 points
- Goal Differential – goal differential will be counted up to +/- 5 max per game
- Regular season league games can end in a tie
- Post season Playoffs
- Preliminary games can end in a tie
- Semi-final & Final Games
- Game ends in a tie – game goes to two ten minute overtime periods with sudden death
- If game is still tied after the overtime periods – go straight to Kicks from the Mark(Penalty Kicks)
Code of Conduct
All players, coaches, administrators, parents and spectators will adhere to Good Sportsmanship and proper conduct before, during and after matches.
Any coach that is RED CARD will not be able to coach the following match. If this occurs twice the coach is suspended for the remainder of the season including playoffs.
Any player that is RED Card will not be able to play in the following match. If this occurs twice the player is suspended for the remainder of the season including playoffs.
